Balky EFHW (#1242)

Craig, KQ4SID, has the ARRL EFHW kit as well as an old Yaesu FT-840 and a couple of extra pieces picked up at various meetings. He struggles with turing 10-17 meters but has excellent luck on 20 and 40 meters. What does Dave say about this situation?
