Can you reuse and recycle 18650 LiPo batteries for other projects and make a battery pack for 12 volts? Yes!
At a regular DATV experimenters night, Justin VK7TW took the audience through an update on his 18650 recycling project with a 12.6V battery pack. Justin covered the battery differences with 3.7V versus 4.2V batteries, the difference in balance charger boards, the Battery Matrix and construction method and the schematic of the battery configuration.

Working sideband stations on QRP, been there done that. Working D-Star over HF in the last solar cycle, done that. But working D-star on HF and making contacts around the country on 5 watts, now thats impressive.
